Abstract

The article deals with the status of the archaeological complex of Tsarino in the middle basin of the Seversky Donets River. Attempts have been made in the literature to characterize it as an urban center. Analysis of the available data reveals that this site combined features of an urban center and a simple large settlement. The Khazar-period settlement emerged as a large settlement, around which a densely populated area developed. Built in the final stages of its history, the settlement played a pivotal role in the life of the region. Agricultural produce harvested in the region was delivered here. The settlement was a hub where crafts flourished and trade activities were conducted. The settlement also had a contingent of horsemen. It can be assumed that members of the administration resided here. Burials at this site indicate that the cultural and ideological influence of world religions was widespread here. Thus, it differed from settlements in the region, which were accompanied by pagan necropolises of the Zlivki type. Contemporaries living in smaller settlements perceived this settlement as an urban center. Given the right historical conditions, these centers became cities in the sense defined by modern scholarship. In this case, the history of the emergence and functioning of such settlements is a model reflecting the formation of cities in the steppes of Eastern Europe in the early Middle Ages.
